Central Station Alarm Channels
On November 7, 2019, the Enterprise Wireless Alliance (EWA) filed a letter reminding the Federal Communications Commission (FCC) that Initium Novum, LLC (IN) has “had multiple opportunities” to demonstrate that it satisfies the Central Station Alarm (CSA) eligibility criteria and answer the FCC’s questions in the initial FCC Return Notice. In the opinion of The Monitoring Association (TMA), the coordinator for CSA channels, and EWA, it has not done so. It did not provide TMA with satisfactory eligibility information when the applications were filed, and IN submitted a minimal response to an FCC application Return Notice. However, EWA noted that because “the Applications have been returned to pending status, and have not been returned to IN, there is no specific timeline by which IN is required to provide any additional information regarding its eligibility.” Since it elected not to respond to TMA’s Petition for Reconsideration, EWA urged “the FCC to resolve this matter expeditiously based on the current record. The Applications should be dismissed based on non-compliance with FCC Rule Section 90.35(c)(63) so the Central Station channels involved can be made available to non-Central Station entities, including Initium Novum if it wishes to file, pursuant to the FCC-approved protocol.”

FCC Denies 900 MHz Waiver Request
On November 13, the FCC denied a request for waiver filed by Rohm and Haas Texas Inc. (RHT) and dismissed its application to modify its license to add two 900 MHz frequency pairs currently authorized to its affiliate, Union Carbide Corporation (Union Carbide). In 2018, the FCC implemented a temporary freeze on the acceptance of applications for new or expanded use of 900 MHz band frequencies. The contours proposed in RHT’s application are not within the Union Carbide’s existing licensed parameters; consequently, a grant of the application would expand use of 900 MHz frequencies in the area.
