FAQ: e-Advisory to Maximize Spectrum Efficiency

What is this e-Advisory on Spectrum Efficiency, and why is EWA sending me this information?

This emailed advisory provides critical guidelines on shared channel assignments to customers of EWA applying for new licenses or making license modifications in the 150-512 MHz band. The advisory is intended to provide applicants with information so that they can maximize their spectrum efficiency

What does the e-Advisory on Spectrum Efficiency contain?

The advisory details the technical parameters of the new or modified system; it provides guidelines on the relevant FCC rules once the system is operational; and it assists in identifying potential issues associated with sharing frequencies with different system use technologies, objectives and operating practices. The e-Advisory also provides a link to request a Channel Sharing Report about the licensee’s shared spectrum environment.

To whom and how often is the e-Advisory on Spectrum Efficiency sent?

The e-Advisory is transmitted to both licensee (applicant) and their representative service provider who submitted the application to EWA, so long as both email addresses are provided. The e-Advisory is transmitted by EWA after confirmation of receipt by the FCC of EWA’s certified application, which usually is within 24 hours after EWA transmits the application to the FCC.

For what type of systems does this e-Advisory cover?

This is only for New, Modified, or Amended Fixed/Mobile and Mobile-Only systems.

What information does the Channel Sharing Report provide?

The Channel Sharing Report reiterates the application parameters of the new or modified system, including emission designator(s), station class codes, and certified channels (exclusive or shared spectrum), plus it provides incumbent/co-channel licensee information within an 80 kilometer (50 mile) radius of the proposed site.

Is there a cost to request the Channel Sharing Report, and how often may I obtain one?

The Channel Sharing Report presently is provided on a complimentary basis. Only one copy is available to the requesting party, and it is delivered by email within one business day of the request.

In the Channel Sharing Report, why am I not seeing all frequencies authorized under my license?

The Channel Use Report informs the applicant and their representative of only the recent changes/additions to their existing call sign.

In the Channel Sharing Report, why aren’t there as many fixed frequencies as mobile frequencies and vice versa?

In some instances the frequencies were paired with another radio service (i.e., Part 22).

In the Channel Sharing Report, why is the frequency listed multiple times on the application?

There are several reasons why a frequency may be listed multiple times in the report:

  • One line is for the fixed site, and the second line is for the associated mobiles operating around a fixed location number, or
  • One line for the fixed site, the second for the mobile talk-around, or
  • One line for the fixed site, the second for the mobile-only operating around a center-point, or
  • One line for the fixed site, the second for the temporaries operating around a center-point.

Why are mobile-only frequencies appearing on the fixed/mobile tab of the Channel Sharing Report?

The mobile-only frequency(ies) area of operation is operating around the fixed location number and not a centered-around coordinate.
